CHECK CRUISE ACTUATOR CIRCUIT FOR SHORT TO GROUND
Turn the ignition switch off.
Disconnect the cruise actuator connector.
Is the cruise control indicator light illuminate?
Yes
Go to the next step.
No
Install a new cruise actuator.
Inspect the system for normal operation.

CHECK CIRCUIT FOR SHORT TO GROUND
Disconnect the instrument cluster connector.
Measure the resistance between the cruise actuator terminal J (harness-side) and ground.
Are the resistances more than 1,000 ohms?
Yes
Install a new instrument cluster.
Inspect the system for normal operation.
No
Repair or replace the harnesses.
Inspect the system for normal operation.
