3rd/4th Gear Operation (downshifts by selection only)

2-3 shift solenoid for Off failure do to a plugged filter, weak solenoid, O-ring failure, open wire from shift solenoid to PCM, PCM not grounding, no supply voltage to 2-3 shift solenoid or wires not connected to 2-3 shift solenoid.
