THIS RECALL IS IN EFFECT UNTIL JUNE 30, 2007.
Condition
Certain 2006 Chevrolet Impala Police Fleet vehicles were built with a master lockset instead of a fleet lockset. The master lockset that was installed allows the vehicle's keys to operate only one vehicle. These vehicles should have been built with a fleet lockset that allows the vehicle's keys to operate all vehicles within that fleet.
Correction
Dealers are to install a fleet lockset.
Vehicles Involved
Involved are certain 2006 Chevrolet Impala police fleet vehicles built within the VIN breakpoints shown.
Important:
Dealers are to confirm vehicle eligibility prior to beginning repairs by using GMVIS. Not all vehicles within the above breakpoints may be involved.
For dealers with involved vehicles, a listing with involved vehicles containing the complete vehicle identification number, customer name, and address information has been prepared and will be provided through the applicable system listed below. Dealers will not have a report available if they have no involved vehicles currently assigned.

The listing may contain customer names and addresses obtained from Motor Vehicle Registration Records. The use of such motor vehicle registration data for any purpose other than follow-up necessary to complete this program is a violation of law in several states/provinces/countries.
Accordingly, you are urged to limit the use of this report to the follow-up necessary to complete this program.
Parts Information
Parts required to complete this program are to be obtained from General Motors Service Parts Operations (GMSPO). Please refer to your "involved vehicles listing" before ordering parts. Normal orders should be placed on a DRO = Daily Replenishment Order. In an emergency situation, parts should be ordered on a CSO = Customer Special Order.
Service Procedure
1. Remove and replace the ignition lock cylinder. Refer to Ignition Lock Cylinder Replacement procedure in SI. Discard old ignition lock cylinder and keys.
2. Remove and replace the door lock cylinder. Refer to Door Lock Cylinder Replacement procedure in SI. Discard old door lock cylinder.
Important:
The 10-Minute Relearn procedure must be performed when the ignition lock cylinder and door lock cylinder have been replaced. A blank fleet key (included in the kit), scan tool, Techline Terminal, and current Service Programming System software are required to perform the 10-Minute Relearn procedure.
3. Perform the 10-Minute Relearn procedure. Refer to Programming Theft Deterrent System Components in SI.
4. Proceed to the Adding Keys procedure to add additional keys.
Adding Keys
Important:
The key that starts the vehicle is the key you used in the 10-Minute Relearn procedure.
1. Using a key that starts the vehicle, turn the ignition to the RUN position, and then to the OFF position.
2. Within 10 seconds, insert the new blank fleet key
3. Turn the ignition to the RUN position.
4. Keep the new blank fleet key in the RUN position for 5 seconds, and then back to the OFF position.
Important:
The security telltale lamp may illuminate during the configuration. This is normal.
5. Wait 5 seconds, and then remove the new blank fleet key.
6. The vehicle has learned or configured a new key. Perform this procedure for each new fleet key.

Submit a Product Claim with the information shown.
Customer Notification
General Motors will notify customers of this program on their vehicle (see copy of customer letter shown in this bulletin).
Dealer Program Responsibility
All unsold new vehicles in dealers' possession and subject to this program must be held and inspected/repaired per the service procedure of this program bulletin before customers take possession of these vehicles.
Dealers are to service all vehicles subject to this program at no charge to customers, regardless of mileage, age of vehicle, or ownership, through June 30, 2007.
Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. A copy of the customer letter is shown in this bulletin for your use in contacting customers. Program follow-up cards should not be used for this purpose, since the customer may not as yet have received the notification letter.
In summary, whenever a vehicle subject to this program enters your vehicle inventory, or is in your dealership for service prior to June 30, 2007, you must take the steps necessary to be sure the program correction has been made before selling or releasing the vehicle.
