Recall - VECI Label Replacement

No.518-520
June, 1992

To:
All Dodge and Chrysler-Plymouth Dealers

Subject:
California Emissions Recalls # 518, # 519 & # 520 -- VECI Label Replacement

Models:
The Following 1991 Model Year Vehicles With California Emission Control Systems:

^ Recall # 518: 1991 Plymouth Sundance and Dodge Shadow (AP-Body) Equipped With a 2.2L Engine and Built From February 29, 1991 Through July 3, 1991

^ Recall # 519: 1991 Chrysler New Yorker, Fifth Avenue and Imperial and Dodge Dynasty (AC/AY-Body) Equipped With a 3.3L Engine and With ABS Brakes and Built Through July 3, 1991

^ Recall # 520: 1991 Chrysler New Yorker, Fifth Avenue and Imperial and Dodge Dynasty (AC/AY-Body) Equipped With a 3.3L Engine and Without ABS Brakes and Built Through July 3, 1991

Vehicle Emission Control Information (VECI) labels installed on the listed vehicles contain an error. The State of California Emission Control System Bar Code on the labels incorrectly identifies 2.2L engines as 2.5L and 3.3L engines as 3.8L.

The bar code identifies the engine family and emission system configuration for the purpose of emission testing of vehicles. The incorrect labels may cause vehicle owners to wrongly fail the emission tests. To correct the condition, new VECI labels must be installed.

Three different VECI labels are involved depending on vehicle model, engine, equipment and build date. For administrative purposes, three separate recall numbers have been assigned as listed above.

Note:
Three other related recalls (# 514, 516 & 517) will be implemented when the required VECI Labels are received.

Replacement labels are being mailed directly to owners. The owners are requested to install the labels themselves or, if preferred, to arrange for dealer installation of the owner-supplied labels without charge.

Details of this service action are explained in the following sections.

Vehicle List

Each dealer to whom involved vehicles were invoiced (or the current dealer at the same location) will receive a vehicle list with this letter arranged in Vehicle Identification Number (VIN) sequence. Owners known to Chrysler are also listed. The lists are for dealer reference in arranging for service of involved vehicles as needed.

Each Dodge or Chrysler-Plymouth dealer without a Vehicle List will receive an information copy of this letter by Compak Mail for use in performing the service on any other involved vehicles as needed.

Parts

Correct VECI labels are being mailed directly to owners. Additional labels are available without charge from the Los Angeles and San Francisco Zone Service Office for use by dealers as needed. Be sure to order the proper label for the involved vehicle and recall, using the following table.

Label PN Recall # Vehicle Models

4669402 518 1991 Plymouth Sundance/Dodge Shadow 2.2L, vehicles built from 02/29/91 through 07/03/91

4612505 520 1991 Chrysler New Yorker, Fifth Avenue and Imperial and Dodge Dynasty without ABS brakes

Owner Notification and Service Scheduling

All involved vehicle owners known to Chrysler are being notified of the service requirement by first class mail. They are requested to apply a supplied VECI label covering the original incorrect label. Any owner who prefers not to install the label is asked to schedule an appointment for the free service with a dealer. A copy of the owner notification letter is included.

Enclosed with each owner notification is an Owner Recall Notification Form. The involved vehicle and recall are identified on the form for owner or dealer reference as needed.

Service Procedure

Upon owner request, apply the VECI label as follows:

1. Raise the hood and locate the VECI label on the underside of the hood panel.

2. Clean the surface of the existing label and apply the owner-supplied label directly over it, covering the original label.

Completion Reporting and Reimbursement

Claims for vehicles which have been serviced must be submitted on the DIAL System. Claims submitted will be used by Chrysler to record recall service completions and provide dealer payments.

Use one of the following labor operation numbers and time allowances as applicable for the recall number involved.

Note:
Vehicles requiring VECI label installation are divided into three separate recall groups depending on vehicle model and engine/emission system configuration. To ensure proper payment, be sure to use the correct labor operation number for the applicable recall as defined below. The recall number can be identified from the Owner Recall Notification Form (lower right), from the applicable dealer Vehicle List or from DIAL System Function 70.

EMISSIONS RECALL --
1991 CHRYSLER PASSENGER CARS WITH 2.2L OR 3.3L ENGINES
SOLD IN CALIFORNIA

Dear Chrysler Vehicle Owner:

Recently we learned that an incorrect Vehicle Emission Control Information label was installed on your vehicle. The State of California inspects this label as a part of its emission testing program. The inspection may be performed on your vehicle every two years and before it is sold. For these reasons, and to assure that your vehicle complies with government regulations, we ask that you apply the enclosed label so that it covers the existing wrong label which is located on the underside of the hood. To assure good adhesion, it will be necessary to wipe the existing label clean before you apply the new label.

If you prefer not to perform the installation yourself, contact your dealer to make an appointment for the label application. This service will be provided free of charge. Take the enclosed Owner Recall Notification Form and label with you at the time of your appointment and give them to your dealer. The form identifies the vehicle and recall for which service is required.

If you have any problem obtaining the service, please contact the Chrysler Zone Service Office in your area. (It is listed under "Service Assistance" in your Owner's Manual.) A Zone representative will arrange for prompt servicing of your vehicle.

We regret any inconvenience this action may cause you. However, we believe the correction is essential to help ensure that your vehicle will meet state inspection program requirements.
