This bulletin supersedes Technical Service Bulletin #14-39-84 (dated 7/09/89), which should be removed from your files. The model application now includes 1984 California vehicles, as well as 1983-1984 Federal vehicles equipped with 318 2BBL engine.
SYMPTOM/CONDITION
A condition may exist on subject model vehicles of surge and bucking just after cresting a hill when driving in the 45 to 55 mph speed range. Bucking may also be detected on a light deceleration (floating down) in the 45 to 55 mph range.

INSTALLATION PROCEDURE
1. Raise vehicle on hoist, remove shift linkage and kickdown linkage, drain transmission fluid, and remove transmission pan.
2. Lower valve body just enough to remove torque converter lock-up spring, replace with supplied Spring PN 4202672. Reuse the existing lock-up valve, fail safe valve and spring, cover, and screws.
3. Reinstall valve body and torque screws to 100 inch pounds.
Reinstall transmission oil pan (with new Pan Gasket PN 4295875) and shift and kickdown linkage. Lower vehicle and refill transmission using fresh fluid.
Adjust shift and kickdown linkage as necessary.
4. Cut six pieces of 3/16" diameter vacuum hose (serviced in bulk stock PN 4105167) into the following lengths: 1-1/2", 1-1/2", 1-1/2", 6", 11", and 13-1/2".

5. Make an overlay harness using four pieces of the cut hose; 1-1/2", 6", 11", and 13- 1/2". The "F" Connector, PN 4095987, and Vacuum Reducer Valve, PN 4091910, will also be used to make up this harness (Figure 1).
6. Attach the remaining two 1-1/2" pieces of hose, the Vacuum Bleedoff Valve, PN 4104184, and two Hose Reducers PN 3870264 (Figure 1).

7. Locate the white striped EGR hose on the right (passenger) side of engine. At a suitable location, cut out a 4" long section of the white striped EGR hose. Insert the vacuum bleedoff valve and hose reducer assembly made in Step 6. Use two of the supplied tie wraps to secure vacuum bleed-off assembly to the air switching hose and wiring harness bundle (Figure 3).

8. Remove and discard the vacuum hose from the carburetor nipple to ESA/EFC vacuum transducer. Install the overlay harness made in Step 5 referring to Figures 1 and 2 for correct hose routing. Attach the 11" hose to the vacuum bleed-off valve installed in Step 7. Connect the 6" long hose to the carburetor vacuum nipple.
9. Secure the 11" bleed-off hose and 6" carburetor nipple hose to the air switching vacuum hose and EGR vacuum hose (white stripe). Refer to Figure 2 - the air switching hose and EGR hose should already be taped together in this area.

10. With the air cleaner in place, route the 13-1/2" vacuum hose from the "F" connector to the ESA/EFC transducer. Route under the air snorkel then between the fresh air inlet and heated inlet air hose to the ESA/EFC transducer (Figures 1 and 4).
11. Reinspect all vacuum lines to ensure connections are complete and tight and that lines are not crimped and are routed correctly.

13. On California vehicles clean existing hose routing label and attach new hose routing label, PN 4179846, over original label.
