1. Governor valve; burrs, nicks, scores or binding on weights, shaft and valve. Collapsed or distorted springs or distorted snap ring. Cracked or warped body. Dirty filter.
2. Valve body; nicks, scratches and burrs on valves and plugs. Rounded edges on valve lands. Scratches on bores, collapsed springs. Nicked or warped mating surfaces.
