SYMPTOM/CONDITION:
The cowl cover end(s) are unsnapped at the front fender(s).
DIAGNOSIS:
The retainer clip(s) on the fender(s) may be mis-located or a retaining tooth/teeth on the cowl cover may be broken, refer to Figure 1. If the retainer clip(s) cannot be repositioned to provide proper retention or a retaining tooth is broken off of the cowl cover, perform the Repair Procedure.

REPAIR PROCEDURE:
This bulletin involves installing a revised cowl cover.
1. Raise the wiper arm pivot cover and remove the nut holding the wiper arm to the wiper pivot.
2. Use a suitable two jaw puller to separate the wiper arm from the wiper pivot.
3. Repeat steps 1 and 2 for the other wiper arm.
4. Remove the 4 screws in the grille portion of the cowl cover attaching it to the wiper module.
5. Disengage the 2 quarter turn fasteners located near the wiper pivots.
6. Open the hood and remove the 4 wing nuts holding the front of the cowl cover to the wiper module.
7. Use a fiber trim stick to disengage the retainer clips attaching the ends of the cowl cover to the fenders.
8. Lift the cowl cover enough to gain access to the right washer hose and disconnect the hose from the washer nozzle.
9. Close the hood, do not latch, and separate the cowl cover from the vehicle.
10. Open the hood and remove and discard the 2 fender mounted retainer clips and screws.
11. Drill two 5/32 in. (4 mm) holes in the flanges of the front fenders as shown in Figure 2. Be sure to keep the fender flange surface smooth and remove any burrs. Touch up paint the flange.
12. Rivet both brackets (P/N 4860200 Rt. and 4680201 Lt.) on to the fenders lining up each bracket with the holes drilled in step 11, refer to Figure 3 for correct positioning, install 2 rivets (P/N 6035784) per side.
13. Place the revised cowl cover (P/N 4716284) into position on the vehicle.
14. Open the hood and connect the washer hose to the right washer nozzle.
15. Install a screw (P/N 153832) at each end of the cowl cover into the brackets installed in step 12.
16. Install the 4 wing nuts holding the front of the cowl cover to the wiper module then latch the hood closed.
17. Engage the 2 quarter turn fasteners located near the wiper pivots.
18. Install the 4 screws in the grille portion of the cowl cover attaching it to the wiper module.
19. Verify the wiper motor and linkage are in the parked position.
20. Place the wiper arm in position over the wiper pivot, refer to Figure 4 for proper alignment.
21. Install and torque the nut attaching the wiper arm to the pivot to 26 ft. lbs. (35 Nm).
22. Push the arm cover down into position.
23. Repeat steps 20 thru 22 to install the other wiper arm.
