SUBJECT: FRAME REINFORCEMENT PLATE REPLACEMENT

MODELS: 1983 PLYMOUTH VOYAGER AND DODGE VAN AND WAGON TRUCKS

Metal reinforcement plates (2 per vehicle) attached to the underside of the frame on a limited number of the subject model vehicles may be fabricated from high carbon steel. Because of the high carbon content the spot welds attaching the plates to the frame are brittle and may break loose in service. Broken welds will result in detachment of the plate and possible frame damage.

To eliminate the possibilty of frame damage, the vehicle(s) identified on the attached listing must be corrected immediately by removing the existing plates and installing the supplied new plates. Refer to the attached Service Procedure for complete plate replacement instruction.

Listed stock vehicles must be brought in and corrected immediately. Do not wait until new vehicle preparation to perform this service. If you have already delivered a suspect vehicle, please contact and advise your customer to return it as soon as possible for corrective service.

REIMBURSEMENT Complete a separate WRO for each vehicle serviced and identify the claim as Recall #210T - Frame Reinforcement Plate Replacement. Use the following Labor Operation Number and Time Allowance:

IMPORTANT: DO NOT PROCESS THE CLAIM IN THE NORMAL MANNER. SUBMIT THE CLAIM FOR EACH VEHICLE SERVICED TO YOUR ZONE OFFICE TECHNICAL ADVISOR FOR REIMBURSEMENT.
SERVICE PROCEDURE - FRAME REINFORCEMENT PLATE REPLACEMENT

IMPORTANT: Do not attempt to simply add welds to the existing plate to correct the condition. The installed plates are fabricated from steel that cannot be properly welded. The plates must be replaced.

1. Raise vehicle on hoist.

2. Locate lower frame rail to rear transmission crossmember reinforcement plates - left and right side. (See Figure 1)
3. Starting on the right (passenger) side, use a hammer and chisel to remove the plate from the vehicle.

4. Hold the new plate in position as shown in Figure 2 and mark the lower frame areas around the plate edges and around the holes in the plate.
5. Remove the plate and grind all protruding weld nuggets with a disc grinder. Also grind the galvanized coating at the markings made in step 4. Be sure to grind sufficiently beyond the markings so that only bare metal is exposed around the plate edge and around the hole openings in the plate. The galvanized coating must be removed to make good welds.

6. Remove the three fuel line to frame clips nearest the plate to free the line. Move and tie the fuel line away from the plate area and shield the lines and the charcoal cannister with wet rags to protect from weld spatter.

7. Locate the new plate to the frame as shown in Figure 3 and hold in position with a jack stand. Weld the plate along the edges where it contacts the frame and around the circumference of the five holes in the plate. Move the jack stand as necessary to hold the plate tight against the frame while applying each weld. (See Figure 4 for a view of all locations to be welded.)
WELDING NOTES:
MIG (CO2) weld preferable/arc weld acceptable.

Gas or TIG (Heli-arc) welding not permissible.

8. Apply one coat of zine chromate primer followed by a coat of paint to all welded and bare metal areas (Figure 4).
9. Reposition fuel lines and reinstall clips.

10. Proceed to the left (driver's) side and remove the heat shield (3 screws) located above the catalytic converter.

11. Loosen the park brake cable adjusting nut and remove cable from the cable bracket.

12. Remove the reinforcement plate with a hammer and chisel and follow steps 4, 5, 7 and 8 to complete the left side plate reinforcement.

13. Reinstall park brake cable in the cable bracket and adjust the park brake.

14. Reinstall the converter heat shield.
