NOTE:
THIS BULLETIN APPLIES TO VEHICLES BUILT BEFORE AUGUST 14, 1998 (MDH 0814XX).

SYMPTOM/CONDITION:

^ Rough idle and poor driveability caused by EGR valve being in a partially open position.

^ Or the EGR valve is always closed and will not actuate via the DRB III(R) (no driveability issue, only DTC's and MIL).

^ MIL illuminated with Diagnostic Trouble Code (DTC) $2E - "EGR System Failure" and/or DTC $27 - "Map Sensor Rationality" present with other two symptoms.

DIAGNOSIS:

With the engine "OFF", unplug the wiring connector to the EGR valve and both 40-way connectors to the Powertrain Control Module (PCM). Check the resistance from pin # 40 (on the wiring harness) to vehicle ground (Figure 1). It should indicate an open circuit. If not, then the wiring has a short to ground. Repair the wiring. Connect the PCM and EGR connectors. Clear the DTC's and test the EGR system with the DRB III(R). If the wiring checks OK and the EGR valve will not actuate, perform the Repair Procedure.

REPAIR PROCEDURE:

This bulletin involves testing and replacing the EGR valve and PCM if necessary.

1. With the engine "OFF", disconnect both 40-way connectors from the PCM.





2. At the PCM connector test the resistance from pin # 40 to pin # 10 (Figure 1).

^ If the resistance is greater than 8000(8K) ohms, replace the EGR valve as described on page 25-23 of the 1999 Concorde/Intrepid/LHS/300M Service Manual (Publication No. 81-270-9140).

Connect harness, with a DRB III(R) exercise the EGR valve. If the new valve does not function, the PCM driver circuit for the EGR valve has been damaged. Replace the PCM as described on page 14-49 of the 1999 Concorde/Intrepid/LHS/300M service Manual (Publication No. 81-270-9140).

NOTE:
DO NOT INSTALL THE ORIGINAL EGR VALVE. IT WILL DAMAGE THE NEW PCM.

Clear the DTC's and test the EGR system with a DRB III(R).

^ If the resistance is less than 100 ohms, then the PCM driver circuit for the EGR valve is damaged. Replace the EGR valve and PCM.

Clear the DTC's and test the EGR system with a DRB III(R).

NOTE:
THE FOLLOWING STEP IS REQUIRED BY LAW FOR THE 1998 MODEL YEAR.





3. Type the necessary information on the "Authorized Modification Label", p/n 04275086, and attach the label near the VECI Label (Figure 2).

NOTE:
WHENEVER A POWERTRAIN CONTROL MODULE (PCM) IS REPLACED DUE TO FAILURE, THE SOFTWARE OF THE REPLACEMENT CONTROLLER SHOULD BE VERIFIED FOR THE LATEST REVISION LEVEL. USE THE FLASH PROCEDURE TO UPDATE REPLACED CONTROLLERS AS NECESSARY.
