Measure the voltage between relay socket pin 2 and ground EM008R

Yes
Replace relay
GO to A7 A7: Check B+ At ECM
No
Inspect connectors EM026, EM019 for bent/pushed back pins or locate and repair the harness/splice EMS30. Test the system for normal operation
