Unable to Detect Steering Wheel Rotation in Both Directions

The Control Module has not received the signal that the steering wheel was rotated in both directions after STAR Tester displayed a DTC 12 or 13. There are seven possible causes of the Control Module not detecting that the steering wheel was rotated at least one quarter turn in both directions.
1. Steering wheel was not rotated at least a one quarter turn in both directions at the proper time.
2. Battery Positive Voltage (B+) power supply circuit to steering wheel sensor may have an open or short in it.
3. Ground return circuit may have an open in it.
4. Steering sensor channel "A" circuit may have an open or short in it.
5. Steering sensor channel "B" circuit may have an open or short in it.
6. Steering wheel sensor may be inoperative.
7. Control Module may be inoperative.
