Owner Letter Information

TO ALL OLDSMOBILE DEALERS:

Oldsmobile Division is releasing Campaign 83-E-05 involving certain 1983 Oldsmobile model vehicles equipped with 5.0L engines which may experience an inoperative canister purge Thermo Vacuum SWitch (TVS). An inoperative canister purge TVS can affect the intended function of the evaporative emission control system.

To prevent the possibility of this condition occurring, dealers are to replace the canister purge TVS on all involved vehicles as directed in Product Campaign Bulletin 83-E-05.

If there is evidence of intentional disablement of the evaporative emission system, dealers are to notify the vehicle owner of this condition and ask if they want the system restored. Restoration cost is the responsibility of the owner.

If your dealership has vehicles involved in this campaign, you will receive with the campaign bulletin two lists of Vehicle Identification Numbers, owner names and addresses: one by VIN sequence; and one by owner in alphabetical sequence. This data will enable you to follow-up with involved owners.

We urge you to limit the use of these lists to the follow up needed for this campaign. Names and addresses from State Vehicle Registration files may be included; it is illegal in many states to use such data outside of campaigns.

Dear Oldsmobile Owner

This notice is to inform you Oldsmobile Division is initiating a recall campaign that includes your vehicle.

REASON FOR RECALL

General Motors has determined that your 1983 Oldsmobile with 5.0L engine may experience an inoperative canister purge Thermo Vacuum Switch (TVS). An inoperative conister purge TVS can affect the intended function of the evaporative emission control system on your vehicle.

WHAT WE WILL DO

To prevent the possibility of this condition occurring, the canister purge TVS will be replaced at no charge to you.

WHAT YOU SHOULD DO

Contact your Oldsmobile Dealer to arrange a service date. Instructions have been sent to your Dealer The labor time to replace the switch is about fifteen (15) minutes. Please allow additional time for your dealer to process your vehicle.

Please give the enclosed owner reply card to your dealer so they can quickly identify your vehicle and the condition which needs correcting. If you no longer have this vehicle, please let us know by completing the card and mailing it back to us. The postage has been paid for you. Should your dealer not schedule a service date within a reasonable time, please contact the Oldsmobile Customer Assistance Center, Lansing Home Office, by calling (517) 377-5546.

If your dealer and the Customer Assistance Center are unable to remedy this condition within a reasonable time, you may wish to advise the Environmental Protection Agency, at the following address: Director, Manufacturer's Operations Division (EN-340F), United States Environmental Protection Agency, 401 M Street S.W., Washington, D.C. 20460.

To ensure your full protection under the emission warranty made applicable to your vehicle by Federal Law, and your right to participate in future recalls, it is recommended that you have your vehicle serviced as soon as possible. Failure to do so could legally be determined to be lack of proper maintenance of your vehicle. Also, your vehicle may fail a state or local emission inspection test if this recall work is not accomplished.

Should your dealer find that your evaporative emission system has been intentionally disabled, you will be asked if you wish the system to be restored so that it will function as designed. The cost of such restoration will be your responsibility.
