Models:
2002 Saturn VUE
Equipped with 2.2L 4-Cylinder (RPO L61 - VIN D) Engine
Condition
General Motors has decided to conduct a Voluntary Emission Recall involving all 2002 model year Saturn VUE model vehicles equipped with a 2.2L 4 cylinder (RPO L61 - VIN D) engine. The Ignition Control Module may fail.
Correction
Retailers are to inspect and if necessary replace the Ignition Control Module.

Important:
Retailers are to confirm vehicle eligibility prior to beginning repairs by using the system(s) below. Not all vehicles within the above breakpoints may be involved.- Canadian Saturn retailers should use GMVIS.- Saturn US retailers should use the 'Investigate Vehicle History' link on the Global Warranty Management application within DealerWorld.
For retailers with involved vehicles a listing with involved vehicles containing the complete vehicle identification number customer name and address information has been prepared and will be provided through the applicable system listed below. Retailers will not have a report

Parts Information - Saturn Canada Only
Parts required to complete this recall are to be obtained from General Motors Service and Parts Operations (GMSPO). Please refer to your "involved vehicles listing" prior to ordering requirements. Normal orders should be placed on a DRO = Daily Replenishment Order. An emergency requirement should be ordered on a CSO = Customer Special Order.
Parts Information - Saturn US Only
A pre-shipment of the required parts to perform this recall has been sent to involved Saturn US retailers from Saturn Service Parts Operations (SSPO).
Service Procedure
1. Disconnect the negative battery cable.
2. Disconnect the intake air temperature (IAT) sensor connector.
1. Loosen the clamp at the air cleaner assembly.
2. Remove the push-push attachment from the outlet resonator/duct assembly to support bracket.
3. Loosen the clamp at the throttle body assembly.
4. Disconnect the PCV fresh air bent hose at the cam cover.
5. Remove the outlet resonator/duct assembly.
3. Disconnect the ignition control module electrical connector.
1. Remove the ignition control module attachment screws (3).
2. Remove the engine ignition control module from the ignition module housing assembly.
4. Refer to above graphic illustration and inspect the underside of the ignition control module for part number 12205719.
1. If the ignition control module part number is 12205719, Do Not replace it. Re-install the good module.
2. If the ignition control module part number is Not 12205719 replace it with Ignition Control Module Kit part number 12580215 which contains part number 12205719 module screws seals and grease.
Important:
Ensure that the interconnect is lined up and the interconnect seal is in place before installing the attachment screws.
5. Install engine ignition control module to the ignition module housing assembly.
1. Install the ignition control module attachment screws (3).
Tighten
Tighten the module screws to 1.5 N.m (13 lb in)
2. Connect the ignition control module harness connector. Push in the connector until a click is heard then pull back to confirm a positive engagement.
6. Install the outlet resonator/duct assembly.
1. Connect the PCV fresh air bent hose at the cam cover.
2. Tighten the clamp at the throttle body assembly.
3. Install the push-push attachment from the outlet resonator/duct assembly to support bracket.
4. Tighten the clamp at the air cleaner assembly.
5. Connect the intake air temperature (IAT) sensor connector.
7. Connect the negative battery cable.
8. CALIFORNIA, MASSACHUSETTS, MAINE, & VERMONT VEHICLES ONLY: Install a Recall Identification Label. Also for California vehicles complete a "Proof of Correction" certificate upon recall completion.
Recall Identification Label - California/Massachusetts/Maine/Vermont Vehicles Only
Place a Recall Identification Label on each vehicle corrected in accordance with the instructions outlined in this Product Recall Bulletin. Each label provides a space to include the recall number and the five-digit dealer code of the dealer performing the recall service. This information may be inserted with a typewriter or a ballpoint pen.
Put the Recall Identification Label on a clean and dry surface of the radiator core support in an area that will be visible to people servicing the vehicle.
When installing the Recall Identification Label be sure to pull the tab to allow adhesion of the clear protective covering. Request Item Number S-1015 when ordering.
Customer Reimbursement - For Canada
Customer requests for reimbursement of previously paid repairs to correct the Ignition Control Module are to be submitted to the retailer prior to or by March 31, 2009.
All reasonable customer paid receipts should be considered for reimbursement. The amount to be reimbursed will be limited to the amount the repair would have cost if completed by an authorized Saturn retailer.
When a customer requests reimbursement they must provide the following:
^ Proof of ownership at time of repair.
^ Original paid receipt confirming the amount of repair expense(s) that were not reimbursed a description of the repair and the person or entity performing the repair.
Claims for customer reimbursement on previously paid repairs are to be submitted as required by WINS.
Important:
Refer to the GM Service Policies and Procedures Manual, section 6.1.12, for specific procedures regarding customer reimbursement verification.
Customer Reimbursement - For Saturn US Only
All customer requests for reimbursement for previous repairs for the recall condition are handled by submitting a recall reimbursement claim form directly to Saturn retailers for processing; however if customers choose they may file a claim through the Saturn Customer Assistance Center.

Customer Reimbursement Claims - Special Attention Required
Customer reimbursement claims must have entered into the "technician comments" field the CSO # (if repair was completed at a Saturn Retail Facility) date mileage customer name and any deductibles and taxes paid by the customer.
Customer Notification - For US and Canada
General Motors will notify customers of this recall on their vehicle (see copy of customer letter shown in this bulletin).
In order to ensure full protection under the emission warranty and the right to participate in future recalls the customer notification letter recommends that customers have their vehicles serviced as soon as possible. It also advises that failure to do so could legally be determined to be lack of proper maintenance. The vehicle may fail a state or local emission inspection test if the recall work is not completed.
Dealer Recall Responsibility - All
All unsold new vehicles in dealers possession and subject to this recall must be held and inspected/repaired per the service procedure of this recall bulletin before customers take possession of these vehicles.
Dealers are to service all vehicles subject to this recall at no charge to customers regardless of mileage age of vehicle or ownership from this time forward.
Customers who have recently purchased vehicles sold from your vehicle inventory and for which there is no customer information indicated on the dealer listing are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. A copy of the customer letter is shown in this bulletin for your use in contacting customers. Recall follow-up cards should not be used for this purpose since the customer may not as yet have received the notification letter.
In summary whenever a vehicle subject to this recall enters your vehicle inventory or is in your dealership for service in the future you must take the steps necessary to be sure the recall correction has been made before selling or releasing the vehicle.

When a California emissions recall is completed by a GM dealer the dealer must provide the vehicle owner a "Proof of Correction" Certificate which the owner may need to present to the California Department Of Motor Vehicles (DMV) when renewing their vehicle registration. Without this correction certificate the owner may be unable to renew their vehicle registration.
