Starting System: Testing and Inspection
Starter, troubleshooting Does not turn engine when ignition/starter switch is activated:
Check these first:

solenoid switch connections
OK -
ground straps between engine and body tight and corrosion free
-
battery fully charged
-
use SUN VAT -40 or SUN VAT -60 for measurements
