Lamp Normal, Doesn't Go Out If Test Lead Grounded

1. Turn ignition switch On, then check voltage at test terminal.
2. Reading should be approximately 8.5 volts for first 10 seconds with lamp On, then approximately 1.5 volts after 10 seconds with lamp Off.
3. If reading is zero volts, check for open circuit between connector and test terminal.
