Engine control module (ECM) checks the voltage level in the system.
If engine control module (ECM) detects that the voltage is above a certain level, this is interpreted as a malfunction and the diagnostic trouble code is generated.
The diagnostic trouble code can be diagnosed when the ignition is on.
