Scan Tool Does Not Power Up

Circuit Description

The DLC provides battery positive voltage for the scan tool at terminal 16 and battery negative voltage at terminal 4. The DLC has a class 2 serial data signal for the scan tool at terminal 2 and signal ground at terminal 5. The scan tool will power up with the ignition OFF.

Test Description

The step numbers below refer to the step numbers in the diagnostic table.
1. The HORN circuit breaker supplies power to the DLC terminal 16. This step tests for a fault in the circuit.
4. The DLC battery positive voltage and battery negative voltage circuits are functioning properly. The malfunction must be due to the scan tool.
