Subject: Emissions Recall #273T -- Shift Indicator Light

Models: 2.5L EFI Manual Transmission-Equipped 1989 Plymouth Voyager, Dodge Caravan and Caravan C/V -- Build Date From #1 Job 1989 Model Year Through August 3,1988


A small number of manual transmission-equipped vehicles built during the period listed above lack a required shift indicator (fuel pacer) light. EPA regulations require that these vehicles, certified for emission and fuel economy with shift indicator lights installed, must be equipped with them in production. To correct the condition, shift indicator lights must be installed in all affected vehicles.

Only vehicles with Federal emission control systems are included in this notification.

Important: Some of the involved vehicles may still be in dealer stock. Be sure to complete the service on these vehicles before retail delivery.

Details of this service action are explained in the following sections.

Vehicle List

Each dealer to whom involved vehicles were invoiced (or the current dealer at the same location) will receive a listing of them with this letter, arranged in Vehicle Identification Number (VIN) sequence. Owners known to Chrysler are also listed. The lists are for dealer reference in arranging for service of involved vehicles.

Each Dodge or Chrysler-Plymouth dealer without a Vehicle List will receive an information copy of this letter by Compak Mail.

Parts

Shift indicator light modules, Service PN 4374656 are being shipped free of charge to all involved dealers for service of affected vehicles. Each dealer to whom involved vehicles were invoiced (or the current dealer at the same location) will receive enough parts to service 100% of those vehicles.

Additional parts may be ordered at dealer cost from Parts Depots if required. Order only as needed for scheduled repairs.
Owner Notification and Service Scheduling

All involved vehicle owners known to Chrysler are being notified of the service requirement by first class mail. They are requested to schedule appointments for the service with their dealers at the earliest possible date. A copy of the owner notification letter is attached.

Enclosed with each owner notification is an Owner Recall Notification Form #83-295-0019. The involved vehicle and recall are identified on the form for owner or dealer reference as needed.

Service Procedure

1. Remove the upper cluster trim bezel by removing the 5 screws.

2. Remove the 5 cluster screws.

3. Carefully pull the cluster forward and unplug the electrical connectors and speedometer cable from the back of the cluster.

4. Remove the 2 screws holding the "Front Wheel Drive" display plate. Discard the plate.

5. Install the shift indicator light module using the existing "Front Wheel Drive" plate screws.

6. Connect the shift indicator light module with the connector which is taped back on one of the cluster wire looms.

7. Reconnect the speedometer cable and the electrical connectors to the back of the cluster.

8. Carefully push the cluster back into position and secure with the previously removed screws.

9. Install the upper cluster trim bezel and secure with the previously removed screws.

Completion Reporting and Reimbursement

Claims for vehicles which have been serviced must be submitted by DIAL dealers on the DIAL System. Non DIAL dealers may submit WROs. Claims submitted will be use by Chrysler to record recall service completions and provide dealer payments.

Enter only one VIN per claim on a WRO. Fill in the labor operation number and time allowance and write on the WRO "Emissions Recall #273T -- Shift Indicator Light." Do not enter other service claims on the same WRO.

Do not include the parts cost or part number on your claim for modules received at no charge to you. If a shift indicator light module was obtained from a parts depot at dealer cost, add the cost of the part plus applicable dealer allowance to your claim.

If a vehicle is not available for this service for a known reason, let us know by filling out the pre-addressed Vehicle Disposition Form portion of the Owner Recall Notification Form or describe the reason on a postcard and mail to:

EARLY-BUILT 1989 PLYMOUTH VOYAGER, DODGE CARAVAN AND CARAVAN C/V EQUIPPED WITH A 2.5L EFI ENGINE AND MANUAL TRANSMISSION

Dear Chrysler Motors Vehicle Owner:

Certain vehicles of the models listed above may have been built without an instrument panel shift indicator (fuel pacer) light which is required to meet Federal Emissions Standards. For this reason, we are asking you to return your listed model vehicle -- identified by the Vehicle Identification Number on the enclosed form -- to your dealer for a special service repair. This service will be provided free of charge.

The needed instructions have been sent to all Chrysler-Plymouth and Dodge dealers. The service will not hurt your engine performance or fuel economy. To obtain this service:

^ Contact your dealer as soon as possible to make an appointment for the free service. We request that you contact the dealer who sold you the vehicle. However, if necessary, the service can be provided by any Chrysler-Plymouth or Dodge dealer.

^ Take the enclosed Owner Recall Notification Form with you at the time of your appointment and give it to your dealer. The form identifies the vehicle and recall for which service is required.

^ The dealer will install the required shift indicator light. The service will take about one half hour, but additional time may be required depending on how service work is scheduled and processed.

If you have any problem obtaining the service, please contact the Chrysler Zone Office in your area. (It is listed under "Service Assistance" in your Operator's Manual.) A Zone representative will arrange for prompt servicing of your vehicle. If you are still unable to obtain the repair as described in this letter within a reasonable time, you may also contact the Manufacturers Operations Division of the Environmental Protection Agency (EN-340F), 401 M Street, S.W., Washington, D.C. 20460.
