Vehicles Affected
The 1988-model Escorts involved in Owner Notification Program M59 were produced as follows:
CARES/OASIS
Use CARES or OASIS to verify that vehicles are affected by this program.
Reasons For This Program
The purpose of this program is to modify the fuel pump electrical circuit in order to preclude voltage spikes in the electrical fuel pump system. We found that these voltage spikes, which develop during starting and stopping of the fuel pump, may cause a dead battery, a no-start, or lack of power on acceleration on these vehicles.
Program Provisions
Owners of affected vehicles will be asked to return their vehicles to their Ford dealer for a no-charge inspection and, if necessary, installation of a diode in the fuel pump circuit.
Program Limitations
Service provided by this program will be performed at no charge to owners for 12 months from the cars' in-service date, or 12,000 miles of operation, or through October 31, 1988, whichever gives you the greatest coverage.
Action By Ford Motor Company
Owners of affected vehicles will be mailed the letter shown on Attachment II.
Action By Dealers
Schedule for and provide service, within the limitations of the program for eligible vehicles brought to your dealership. Vehicles in dealer stock must be serviced prior to delivery to owners.

OWNER NOTIFICATION PROGRAM M59 TECHNICAL AND ADMINISTRATIVE INSTRUCTIONS
PLEASE READ THESE INSTRUCTIONS. CIRCULATE THEM TO YOUR PARTS AND SERVICE PERSONNEL. QUESTIONS SHOULD BE DIRECTED TO YOUR SERVICE ZONE MANAGER.
TECHNICAL INSTRUCTIONS
1. Remove the bottom of the rear seat from the vehicle by flipping the seat bottom up and removing the hinge bolts and canvas strap. For vehicles with split rear seats, both seat bottoms must be removed to make the diode installation easier.
OWNER NOTIFICATION PROGRAM M59 EXHIBIT I:
2. Remove screws from the bottom left hand quarter trim panels in the rear seat area. Tilt the rear seat back(s) slightly forward and grab the edge of the carpeting underneath the rear seat back. Pull the carpeting from the rear seat toward the back of the front seat until connector (C102) can be clearly seen. Refer to Exhibit I.
3. Inspect for presence of a diode jumper wire between the C102 connector halves. Refer to Exhibit I.
^ If the diode jumper wire is present, the vehicle does not require the modification and may be released.
^ If the diode jumper wire is not present, proceed to Step 4.
4. Disconnect C102 connector.
5. Install diode jumper (E8FZ-14A411-A) between C102 connector halves. Refer to Exhibit I.
6. Secure locator on diode jumper to floor pan hole where connector C102 was previously located. Pull all harness slack toward left hand (drivers) side of car, coil the extra harness and tape it.
7. Restore carpeting to original position and reinstall rear seat(s).
