Subject:
Safety Recall 95S09 - Certain 1995 Model Year 2-Door Explorers - Brake Actuation System

Affected Vehicles
Certain 1995 model year 2-door Explorers built at Louisville Assembly Plant from Job # 1 through 2/16/95; also certain units built prior to 3/8/95 and reworked at Louisville Assembly Plant.

NOTE:
Most of the vehicles affected by Safety Recall 95S08 and may also be affected by Safety Recall 95S06. Please check OASIS. Dealers are to complete all recalls, if applicable, before releasing the vehicle.

Reasons For Recall
Federal Motor Vehicle Safety Standard No. 105, "Hydraulic Brake Systems" specifies minimum brake performance under various conditions. The brake tubes from the master cylinder to the hydraulic control unit are not routed as intended. The primary circuit, which is intended to supply proportioned pressure to the rear brakes, supplies proportioned pressure to the front brakes, and the secondary circuit intended to supply pressure to the front brakes, supplies the rear brakes. Under certain extreme braking situations, this condition may cause stopping distances to be slightly longer than the maximum specified in Standard No. 105.

In addition, certain units reworked at Louisville Assemble Plant to correct the above condition may have been fitted with an under-hood brake line which has an incorrect flare on one brake line fitting.

This condition could potentially result in leakage of the suspect flare fitting at the connection to the master cylinder. Therefore, even though the routing of the tubes appears to be correct, if the VIN is listed in OASIS, the service must be performed.

To correct both the reversed tubes and the suspect flare conditions, the brake tubes will be replaced on units which have been driven less than 50 miles. For units driven 50 miles or more, a new master cylinder and new brake tubes will be installed. The master cylinder will be replaced because of the remote possibility that the secondary piston lip seal may have been damaged during ABS activation as a result of the reversed brake tubes.

Rental Cars
If a customer elects not to drive his/her vehicle while waiting for parts to arrive, rental vehicle usage is authorized. In this case, the cost for the rental car should be submitted on the recall claim form (1864) at the same time as the recall repair. Dealers should stay within ESP guideline of $25.00 per day until parts arrive and repairs are completed. Rental/loaner cars are not to be used to facilitate sale completions on affected dealer stock units.
