Anti-lock brake control module connector C1 disconnected.

Measure the resistance between the 3 ("BK") terminal and ground and the 8 ("BK") terminal and ground at the anti-lock brake control module connector C1.
-
Are the resistances less than 5 ohms? YES -- Replace anti-lock brake control module.
NO -- Service the "BK" wire(s) to ground.
