GEM/CTM Parameter Identification (PID) Index

NOTE: Depending on the level of NGS software, the VSS_GEM PID could show units in MPH, but the actual value is in KPH. If the PID is off by a factor of 1.6, the PID is giving speed in KPH. This concern is normal.
