OASIS ACTIVATED? Yes. OASIS will be activated on December 16, 2005.FSA VIN LIST ACTIVATED? Yes.
Available through the website by December 16, 2005. Owner names and addresses will be available by December 23, 2005.
NOTE:
Your FSA VIN list may contain owner names and addresses obtained from motor vehicle registration records. The use of such motor vehicle registration data for any purpose other than in connection with this program is a violation of law in several states provinces and countries. Accordingly you must limit the use of this listing to the follow-up necessary to complete this field service action.
STOCK VEHICLES
Correct all affected vehicles in your new vehicle inventory before delivery.
SOLD VEHICLES
^ Continental Tire North America will notify owners of affected vehicles via mail and direct them to Ford dealers for repair.
^ Immediately contact any of your affected owners whose vehicles are not on your VIN lists but are identified in OASIS and schedule a service date.
^ Correct other affected vehicles identified in OASIS which are brought to your dealership.
TIRE REPLACEMENT GUIDELINES
^ Tires identified with suspect DOT codes must be replaced regardless of condition mileage or the remaining tread on the tire.
^ Ford Motor Company will only pay claims for replacement tires ordered through Ford Tire Program Headquarters and only for tires listed in Attachment II under the Approved Replacement Tire List.
^ Switching to other brands or tire sizes is NOT allowed.
^ If only one tire on a vehicle requires replacement and the vehicle has accumulated over 10,000 miles dealers may replace the opposing tire on the same axle. However if one (1) front and one (1) rear tire require replacement dealers should only replace two tires (install them on the same axle).
Note:
If a "Non-suspect" tire is replaced per the direction listed above the following statement must be entered into the technician comments section of the repair order: "Non-suspect tire replaced per guidelines".
NON-AFFECTED FORD VEHICLES EQUIPPED WITH SUSPECT TIRES
OASIS identifies affected vehicles based on assembly plant build records. If tires from an affected vehicle were swapped with tires from another vehicle at the dealership it is possible that a non-affected vehicle could end up with suspect tires. If a vehicle is equipped with one or more suspect tires yet OASIS does not indicate that 05B34 is open for that VIN please contact the Special Service Support Center.
RETAIL SALES OF SUSPECT TIRES
Customer Satisfaction Program 05B34 addresses tires installed as original equipment all other tires (including those sold in the retail market) will be handled directly through Continental Tire North America (CTNA).
CTNA asks that dealers research their sales records to identify customers who may have purchased suspect tires. If you identify customer(s) call CTNA's Customer Relations toll-free at 1-800-847-3349 with the following information:
^ Consumer name address and phone number.
^ Quantity of tires sold to that consumer.
^ Tire type size and DOT serial number.
^ Date of tire sale.
CTNA will then direct customers back to the selling tire dealer for inspection and (if needed) replacement of suspect tires. CTNA will handle these repairs outside of this program.
RELATED DAMAGE
This is a Continental Tire compliance recall. Ford has assigned a "B" program number merely for administrative purposes. Because vehicle damage resulting from a tire failure is not reimbursable by Ford Motor Company customers seeking reimbursement for these damages should be referred to Continental Tire North America Customer Relations at 1-800-847-3349.
Exception: Dealers are to use the related damage flag to process post-repair wheel nut retightening labor operations. Prior approval is not required for these labor operations. These labor operations can only be claimed one time and not on the same repair order as tire replacement. See "Special Instruction for Post-Repair Retightening Procedure" in Attachment II for details.
TITLE BRANDED / SALVAGED VEHICLES
Affected title branded and salvaged vehicles are eligible for this Field Service Action.
ADDITIONAL LABOR TIME
^ If a condition exists that requires additional labor to complete the repair call the Special Service
^ Support Center to request approval prior to performing any additional labor. Requests for approval after completion of the repair will not be granted.
^ If you encounter aftermarket equipment or modifications to the vehicle that might prevent the repair of the covered condition call the Special Service Support Center.
OWNER REFUNDS
Ford and Lincoln Mercury dealers including AtW/Ford tire dealers will not be involved in processing refunds for this program. Customers inquiring about a refund should be referred to the CTNA Customer Relations at 1-800-847-3349.
RENTAL VEHICLES
Rental vehicles are not a provision of the Continental Tire North America Recall. To expedite a set of tires for a customer seeking immediate replacement please contact the Ford Tire Program Headquarters at 1-888-353-3251 with the tire type quantity VIN number and customer's name.
DEALER AWARENESS OF LEGAL REQUIREMENTS
^ Pursuant to 49 CFR 573.11 and 49 CFR 573.12 dealers are prohibited from selling any new or used defective or noncompliant tires that are subject to the CTNA recall campaign.
^ Pursuant to 49 CFR 573.10 dealers are further required to notify NHTSA (1-888-327-4236) of the sale of any new or used defective or noncompliant tires subject to the CTNA recall campaign for use on a motor vehicle.
^ Dealers must report to CTNA (1-800-847-3349) within 30 days the number of new or used tires subject to the CTNA recall campaign that have not been cut and rendered unserviceable and the reasons for their failure to cut and render the subject tires unserviceable.
^ Tires subject to this campaign should be returned at least once a week regardless of total shipping weight.
CLAIMS PREPARATION AND SUBMISSION
Note:
Accurate recording of DOT codes is not only required for claim payment but is required to meet federal tire registration requirements.
^ Enter claims using Direct Warranty Entry (DWE).
^ Refer to ACESII manual for claims preparation and submission information.
^ Enter the full part number of the replacement tire with the quantity of tires replaced. Tires will be reimbursed at AtW Dealer cost +25% (wheel weights & valve stems included).
^ Enter each unique (complete 10-12 digit) DOT code of "all tires inspected" on the diagnostic code entry screen in the "Body DTC" fields.
^ Enter each unique (complete 10-12 digit) DOT code of the "new" replacement tires on the diagnostic code entry screen in the "Powertrain DTC" fields.
^ Related Damage claims will only be accepted for the retightening procedure. Reference the Attachment / "Related Damage" section for details.
^ If utilized sublet repairs should be claimed by entering OSL as the labor operation. Enter OSL and the actual cost not to exceed the Ford published operation amount at the dealer's approved warranty labor rate. It is still necessary to record the DOT numbers of the original tires as well as any tire that has been installed as a replacement for claim payment.
^ Return of all removed tires (via the FCS 700 tag) is required.
^ If a "Non-suspect" tire was replaced according to the "Tire Replacement Guidelines" found in Attachment / the technician comments section of the recall claim needs to state: "Non-suspect tire replaced per guidelines".
^ Federal Excise Tax (F.E.T.) may only be claimed for the 18" tires. Enter the new miscellaneous expense code of "FET" on the claim with the total amount ($1.32 for each 18" tire replaced).
^ Freight for ordered tires is not reimbursable under 05B34 although freight charges may apply to dealership tire orders. Credits for new tire freight charges (if any) will be issued on your Ford Parts statement.
^ Since tires will be returned tire disposal and applicable local waste tax will not be reimbursed.
