[NEW!] OVERVIEWThis program involves a vehicle inspection to determine the Diesel Engine Idle Shutdown System requirements on the affected vehicles that are registered in California and Connecticut Some vehicles in these states will require the Diesel Engine Idle Shutdown System to be active and other vehicles will require an exemption label.
The Diesel Engine Idle Shutdown System is a diesel engine application that shuts the engine down after an extended idle to reduce oxides of nitrogen emissions A Circuit Deactivation Ignition Module (CDIM) is used to shutdown the vehicle ignition circuit accessories after the engine shutdown occurs to prevent battery drain After a shutdown event, the key will need to be cycled OFF before re-starting the vehicle
Dealers are to inspect the Diesel Engine Idle Shutdown System Information label underthe hood
^ If the label states the vehicle DOES NOT comply with California regulations, dealer service or sales management will refer to INSPECTION to determine if the vehicle is exempt from California regulations
- Exempt vehicles will require the installation of an exemption label
- Non-exempt vehicles will require the installation of the Diesel Engine Idle Shutdown System and appropriate label.
- Dealer service management must call the Program Assistance Center for prior approval and to order the required parts and label.
If the label states anything other than DOES NOT comply with California regulations," call the Special Service Support Center for instructions.
INSPECTION
Inspect the Diesel Engine Idle Shutdown System Information label located underthe RH side of the hood (See Figure 1) for the current vehicle status
1. If the Diesel Engine Idle Shutdown System Information label states that the vehicle DOES NOT comply with California regulations service or sales management needs to determine if the vehicle is exempted from California regulations Exempt vehicles MUST meet the criteria set forth by the CARB Manufacturers Advisory Correspondence Bulletin (MAC 2007-03) The list below is a summary of the vehicles listed in the bulletin For further clarification of exempt vehicles, the bulletin can be reviewed at: http://www.arb.ca.gov/msprog/macs/mac0703/mac0703.pdf.
Vehicles that are exempt from California regulations are:
^ Ambulances or similar lifesaving equipment.
^ Fire department or forestry department vehicles provided for health and safety reasons.
^ Tow trucks, highway lighting or electrical repair vehicles owned by the state or bridge and highway district.
^ Law enforcement vehicles owned by the United States government.
^ Buses (tour and transit) or school buses designed to carry more than 10 persons including the driver.
^ School buses designed for carrying less than 10 pupils with 2 or more disabled pupils confined to wheelchairs.
^ Recreational vehicles or motorhomes designed for human habitation. United States military vehicles.
Vehicles that are NOT exempt from California regulations are:
^ Landscaping vehicles.
^ Tow trucks (owned by someone other than the state or bridge and highway district).
^ Box vans.
^ Fifth wheel haulers.
^ Farming vehicles.
If the vehicle meets the exempt criteria as set forth by CARB Manufacturers Advisory Correspondence Bulletin (MAC 2007=03), call the Program Assistance Center to request a System Exemption Label with installation instructions be sent to the customer. Refer to step 3 for the information that will be required for prior approval.
If the vehicle does NOT meet the exempt criteria as set forth by CARB Manufacturers Advisory Correspondence Bulletin (MAC 2007=03), proceed to the service procedure to install the Diesel Engine Idle Shutdown System. If the Diesel Engine Idle Shutdown System components were not sent to your dealership according to the procedures established for Low Volume Programs", parts department personnel or the service advisor can call the Program Assistance Center and request the required Diesel Engine Idle Shutdown System components. Refer to step 3 for the information that will be required for prior approval.
2. If the label states anything other than "DOES NOT comply with California regulations," call the Special Service Support Center for instructions.
3. When calling the Program Assistance Center, be prepared to provide:
^ VIN
^ Repair order number and line number.
^ Repair order date
^ Vehicle mileage.
^ Parts total warranty price.
^ Labor total warranty price.
^ The reason the vehicle is considered exempt if attempting to order an exempt label.
If the Diesel Engine Idle Shutdown System components were not sent to your dealership according to the procedures established for "Low Volume Programs", the Program Assistance center will order the parts and label required.
SERVICE PROCEDURE
Install the CDIM Module
1. Remove the LH instrument panel side trim panel For additional information, refer to the WSM Section 501-12.
2. Locate and release the CDIM harness connector See Figure 2.
3. Remove the factory installed jumper connector from the CDIM harness connector. See Figure 3.
NOTE:
When mounting the CDIM, it will be necessary to use the hole that was used to locate the CDIM harness connector and a second hole which is located up and forward on the same bracket.
4. Using the CDIM harness connector retainer hole and the second upper forward locating hole position and secure the CDIM using the 2 supplied pushpin rivets. See Figure 4.
5. Connect the CDIM harness connector to the CDIM.
6. Install the LH instrument panel (IP) side trim panel.
Reprogram the PCM (Manual Transmission Vehicles Only)
NOTE:
Vehicles equipped with an automatic transmission do not require the PCM to be reprogrammed Continue with the service procedure at Enable the Diesel Engine Idle Shutdown System.
NOTE:
Loss of, or inadequate battery voltage during the reprogramming process will cause a reprogramming failure and require the PCM to be restored using an IDS and repeating this procedure.
1. Make sure that the battery is fully charged (at least 12 volts) and all accessories (radio interior fan headlights etc.) are switched off. It is strongly recommended that the vehicle be connected to a battery charger during the flashing process to avoid potential low-voltage issues.
2. Connect the IDS to the vehicle and start a session.
3. Select the Tool Box tab.
4. Select Module Programming. Touch the Tick.
5. Select Module Programming again and then select PCM. Touch the Tick.
NOTE:
Once the PCM programming is complete, the IDS will suggest to check for instrument cluster updates The vehicles involved with this recall may already have the latest Instrument Cluster Software.
6. A screen will appear stating a later PCM calibration is available. Follow the on screen instructions to install the latest PCM calibration.
Enable the Diesel Engine Idle Shutdown System
NOTE:
PCM concerns related to the parking brake, base hydraulic brakes and the accelerator pedal may prevent enabling of the Diesel Engine Idle Shutdown System The diagnosis and repair of any PCM concerns are not covered by this recall.
1. Apply the parking brake.
2. Turn the ignition key to the ON position (engine OFF).
NOTE:
Do not change the pedal position during the enabling procedure Changing the pedal position will reset the timer to zero.
3. Fully depress and hold the brake and accelerator pedals.
4. Keep BOTH pedals depressed for at least 240 seconds (4 minutes).
^ Automatic Transmissions - After 240 seconds (4 minutes) the powertrain malfunction indicator (wrench light) will start to flash indicating that the Diesel Engine Idle Shutdown System is now enabled (if the Diesel Engine Idle Shutdown System is already enabled, the wrench light will not turn on or flash).
^ Manual Transmissions - After 240 seconds (4 minutes), the Diesel Engine Idle Shutdown System will be enabled but will NOT flash the powertrain malfunction indicator (wrench light).
5. Release BOTH pedals and turn the ignition key to the OFF position.
6. To confirm the enabling of the Diesel Engine Idle Shutdown System, start the engine and allow the engine to idle with the climate control blower motor on and the parking brake applied.
^ The engine will shut down after 5 minutes if idling with the parking brake applied and the engine coolant is above 16°C (60°F).
^ The climate control blower motor and other ignition circuit accessories will shut down 1 minute after the engine shutdown (some systems, such as the radio, may remain on with all doors closed due to an accessory delay feature).
Attach the New Supplied Diesel Engine Idle Shutdown System Information Label
NOTE:
Remove the existing label that indicates the vehicle "Does Not comply with California Regulations". Cleaning is recommended for the adhesion of the new supplied Diesel Engine Idle Shutdown System Information label.
1. Remove the existing Diesel Engine Idle Shutdown System Information label and clean any adhesive, dust or moisture from the hood surface. Attach the new label (8C3E-12C528-RLN) in the original location. See Figure 5.
