Key OFF.

Install Rotunda Breakout Box 007-00033, or equivalent with Rotunda Breakout Box Adapter 007-00053 (leave the PCM disconnected).

Key ON.

Measure the voltage between FFS BOB Pin 31 and ground.

Is the voltage between 4-5 volts? YES -- FFS circuit is OK.
