Key OFF.

Install Breakout Box (leave the PCM disconnected).

Remove the
relay in question.

Measure the resistance between SIG BOB Pin and the SIG wire at the
relay connector.

Is the resistance less than 5 ohms? YES -- REPLACE the
relay in question.
NO -- SERVICE the SIG wire for open.
