Connect a 12V, 3-30 Watt test lamp between igniter and battery,

Using a 1.5 volt battery, apply voltage to igniter terminals,
Fig. 5. If lamp lights when test circuit is completed, igniter is satisfactory. If lamp does not light, igniter is defective.
