Applicability
Introduction
Some 2006 - 2011 model year RAV4 vehicles may exhibit a MIL "ON" condition with Diagnostic Trouble Codes (DTCs) P043E, P043F, P2401, and P2419 stored in the Engine Control Module or ECM (SAE term: Powertrain Control Module/PCM) due to water in the EVAP system. Please follow the repair procedure below to address this condition.

Repair Procedure
1. Using TIS Techstream check for DTCs P043E P043F P2401 P2402 and P2419.
^ If all the above DTCs are present proceed to step 2.
^ If all 5 DTCs are NOT present this TSB does NOT apply; continue diagnostics per Repair Manual procedures.
2. Check for water or debris in the EVAP system.
^ If water or debris is present proceed to step 3.
^ If NO water or debris is present this TSB does NOT apply; continue diagnostics per the Repair Manual.
3. Replace the charcoal canister and charcoal canister filter.
4. Remove the fuel tank filler pipe protector and filler pipe assembly from the vehicle.
5. Separate the fuel tank breather tube No.6 from the filler pipe assembly.
6. Wash the interior of the fuel tank breather tube No.6 and allow it to dry completely. If any debris/mud or muddy stains are still visible in the tube replace the tube.
7. Reassemble the filler pipe assembly using new fuel tank filler pipe covers and holders and reinstall in the vehicle.
8. Install the updated fuel tank filler pipe protector.
9. Verify the vehicle VIN information in Table 1 found in the Parts Information section.
^ If the vehicle is produced prior to the VINs listed in Table 1 proceed to step 10.
^ If the vehicle is produced after the VINs listed in Table 1 proceed to step 12.
10. Remove and discard the No.2 fuel tank protector.
11. Install the fuel tank protector.
Use the following illustrations as reference for parts replacement and installation.
12. Clear DTCs.
13. Perform the Automatic EVAP System Check and verify that NO pending DTCs set.
System Select > Engine and ECT > Utility > EVAP System Check
NOTE
If Automatic EVAP System Check fails to run, perform the following:
^ Turn the ignition key OFF.
^ Turn Techstream OFF.
^ Turn the ignition key ON and Techstream ON and restart Automatic EVAP System Check.
