NO START IN BELOW FREEZING AMBIENTS - 2.3L EFI TURBO

On a symptom of no start the vane air meter may be frozen in the closed position. This condition occurs because water seeps into the air cleaner and vane meter past the air cleaner stud grommet. This condition may be alleviated by installing a rubber washer between the air cleaner cover and grommet.
FIGURE 8:
1. Pull vehicle into a warm place.
2. Remove the air cleaner wing nut.
3. Install a rubber washer (E3AZ-9E608-A) between the air cleaner cover and grommet (Figure 8).
4. Torque the air cleaner wing nut to 20-30 in.lbs. (2.3-3.4 N-m).
