Technical Instructions

Vehicles involved in this recall that are in dealer stock are released from the delivery hold only after being inspected in accordance with the following procedure.

INSPECTION

Inspect the battery ground cable within three inches from the battery ground lug. If a piece of yellow or gray tape (about one-half inch wide) is wrapped around the cable, the battery ground and starting motor relay cable assembly does not require replacement. Vehicles in dealer stock that do not require replacement of the cable assembly are released from the delivery hold. Customer-owned vehicles that do not require replacement of the cable assembly may be returned to the owners. For California vehicles only, an Authorized Modifications decal must be prepared as described in Step 15 of the repair procedure.

If no tape or any other color tape is observed, the vehicles must be repaired as follows before they are released from the delivery hold or returned to the owners:

REPAIR

1. Open hood.

2. (See Exhibit I). Remove the fan/starter relay cover.

EXHIBIT II - EMISSIONS RECALL 86E56:




3. (See Exhibit II). Disconnect the negative battery terminal lug, EEC ground connector, body ground, 12A581 engine wiring harness connector and the starter cable from the starter relay.

4. Raise vehicle on hoist.

5. (See Exhibit II). Disconnect frame ground, engine ground, HEGO sensor connector and cable at starter motor.
6. Lower hoist.

7. Remove and discard the existing battery ground and starting motor relay cable assembly from vehicle.

8. Position and route new battery ground and starting motor relay cable assembly. Do not make any connections at this time.

9. Raise hoist.

10. Reconnect frame ground, engine ground, HEGO sensor connector and cable at starter motor.

11. Lower hoist.

12. Reconnect EEC ground connector, body ground, 12A581 engine wiring harness connector, starter cable to starter relay and negative battery terminal lug.

13. Perform an EEC IV Diagnosis (Quick Test) and verify that no problem codes are indicated.

14. Reinstall the fan/starter relay cover.

EXHIBIT III - EMISSIONS RECALL 86E56:





15. (See Exhibit III). For California vehicles only, prepare the appropriate Authorized Modifications decal (Form FPS-8262). Affix the decal to a flat, clean surface on the radiator support.

PARTS REQUIREMENTS

A quantity of Battery Ground and Starting Motor Relay Cable Assemblies equivalent to approximately 50% of anticipated requirements (minimum of one) is being direct shipped to each dealership that has involved vehicles. Additional cable assemblies may be ordered through normal order processing channels.

The 0.1 hour administrative allowance must be added before inserting the total labor time in the appropriate box of the Form 1864.

REPORTING OF COMPLETIONS

Upon completion of the required service, the Forms 1864 must be completely filled out and signed by authorized dealer personnel. Only the Form 1864 will be accepted for reimbursement under this recall. The Forms 1864 must be entered through the Direct Warranty Entry (DWE) system. Dealerships without DWE capability must send copy number 2 of the Forms 1864 by mail. Should your dealership receive preprinted Forms 1864 with a seven digit claim number, you must drop the first digit and enter only the last six digits.
You must sight verify the claim number for accuracy. It is important that all claims be filed for all completed units so that you will be reimbursed and our records will show completion. Any problems encountered with this recall should be discussed with your FPSD Service Zone Manager.
