SUBJECT:
Announcing the "L" Designation Series of Special Field Actions and Special Field Action 94LO1 - Vehicle Emission Control Information (VECI) Label Replacement on Certain 1993 Model Federal 1.9L Engine Equipped Escorts

ACTIONS HAVING "L" DESIGNATION:
This begins a new series of special field actions designated as "L" actions. These actions will identified by number assignments of xxLxx. "L" designations will be used to address issues with emissions, safety or other informational/warning labels.

Owners will be mailed labels and instructions for attachment. Generally no dealer action will be required. Therefore, OASIS will not be activated for these "L" programs. Note though, that provisions have been made for claim processing, in the event owners return for service.

AFFECTED VEHICLES:
Certain 1993-model Escorts equipped with 1.9L engines having calibration code 3-O7B-R00 and manufactured at the Wayne and Hermosillo Assembly plants from Job # 1 through October 28, 1992.

REASONS FOR THIS ACTION:
The Vehicle Emission Control Information (VECI) labels may not be correct for the engines in the affected Escorts. These labels are important to the servicing of the cars, government inspection and in-use emissions testing and, possibly, vehicle registration.

SERVICE ACTION:
Owners of affected cars will be mailed new labels and instructions on how to attach new labels to their cars. They will be given the option to have dealers install labels.

LABEL ORDERING INSTRUCTIONS:
Owners should have the label when they return their cars for service. When an owner returns without a label, order any required labels through the Vehicle Information and Warning Replacement label program announced in June, 1993.

OASIS:
OASIS will not be activated for this action.

CLAIMS:
Claims will be paid for labor and costs for obtaining a label through the Vehicle Information and Warning Replacement Label program (if any costs are incurred) when owners return for service.

DEALER ACTION:
Owners will be mailed labels with instructions for installation. If an owner should return to have a label installed, refer to the following for labor allowance and reimbursement information.

LABOR ALLOWANCE:
Attach the Vehicle Emissions Control Information label. (For Cars in Dealer Stock or Those Returned for Service).

CLAIM PROCEDURE FOR DEALERS NOT ON ACES II:
0.2 Hrs. - Insert in Box "B" on Form 1864
Administrative Allowance 0.1 Hrs.

Note:
Add Administrative Allowance to the total repair time.

CLAIM PROCEDURE FOR DEALERS ON ACES II:
Submit using DWE.

0.1 Hrs. - Misc. Expense Code "ADMIN"

LABEL ORDERING INFORMATION:
Labels will be mailed directly to the owners of affected cars for this action. When an owner returns requesting a label, order the label using the Vehicle Information and Warning Replacement Label program ordering instructions. This program was announced in June, 1993. (If you are unable to locate this letter, contact your regional office and reference PFB 93166DB60005, dated June 15, 1993).

Ford Motor Company has discovered that a Vehicle Emission Control Information label on your car may not be correct for your car's engine. The information on the label is important to the servicing and, possibly, registration renewal of your car.

Enclosed with this letter is a new label. Please read the instructions on the reverse side of this letter and install the new label over the existing label on your car.

CONTACT YOUR DEALER
If you desire, a dealer will attach the label. Be sure you have this letter and the label when you visit the dealer for this service.
