Normal Operation
Voltage is supplied by the smart junction box (SJB) through circuit 640 (RD/YE) to the instrument cluster. The ground is supplied by the speed control actuator through circuit 203 (OG/LB). The actuator grounds circuit 203 (OG/LB) when the speed control is active.

Possible Causes
- Speed control actuator
- Circuit 203 (OG/LB) short to ground
- Instrument cluster
