This system prevents fuel fumes from entering the atmosphere. Fuel fumes are stored in the charcoal canister while the engine is OFF. When the engine is started, the charcoal canister valve opens, which allows the fuel fumes to be drawn into the intake manifold to be burned during normal combustion.
